Embassy Legalization of Documents
The Hague Convention of 1961 dictated that all member countries could use the apostille to authenticate documents. But if the destination country is not a member, then all papers must receive embassy legalization.

Steps for Embassy Legalization
Since South Korea is a member of the Hague Convention of 1961, all required documents must receive an apostille as a form of authentication.
Let’s say that the South Korean company requires an FBI Background Check before they allow you in their building, and it must be authenticated. An FBI Background Check is a federal document, and we will follow the steps to authenticate them here. Acquiring an apostille for a state document, such as a driver’s license, is slightly different.
Steps to Receive an Apostille:
- Apply for the FBI Background Check in one of three ways
- Apply directly to the FBI using their electronic system
- Apply directly to the FBI by sending a hard copy through the US Postal Service
- Use an FBI-approved Channeler
- The FBI will authenticate the results by placing their seal and signature of division on the results of your background.
- Submit the authenticated results to the Secretary of State (for state-issued documents)
- Submit the authenticated results to the US Department of State in Washington, DC
